Lagos Signs Four PPP Deals to Boost Digital Services, Healthcare
The Lagos State Government has signed four landmark Public-Private Partnership (PPP) concession agreements designed to fast-track digital innovation, strengthen healthcare delivery, modernise transport administration and improve the management of outdoor advertising infrastructure across the state.
The agreements, facilitated by the Office of Public-Private Partnerships in collaboration with relevant ministries and agencies, reflect the state’s continued reliance on private sector investment and expertise to accelerate infrastructure development and deliver more efficient public services.
Leading the projects is the proposed MyLagosApp, a digital platform expected to transform how residents and visitors interact with government services. Under a 10-year concession agreement, LA Crème Nigeria Limited, with technical support from MTN Nigeria, will finance, develop, operate and maintain the application before transferring it to the Lagos State Government at the expiration of the concession.
The mobile platform is expected to serve as a one-stop gateway for a wide range of public services, including government payments, traffic updates, emergency response, tourism information and business support, creating a more connected digital ecosystem for Africa’s commercial capital.
The state also moved to overhaul vehicle administration by signing a 20-year concession agreement with Anchor Advisory Partners to automate the operations of the Motor Vehicle Administration Agency (MVAA). The initiative will digitise vehicle registration, licensing and other related services, reducing paperwork while improving efficiency, transparency, regulatory compliance and revenue generation.
Healthcare delivery received a major boost through the introduction of a Blood Screening and Certification System across selected government hospitals, including Lagos State University Teaching Hospital (LASUTH), Lagos Island General Hospital, Gbagada General Hospital, Alimosho General Hospital and Ikorodu General Hospital.
The programme will deploy automated blood screening technology that complies with World Health Organisation standards, strengthening blood safety and improving transfusion services. Global diagnostics company Roche will provide technical support, equipment maintenance and quality assurance for the project.
In another strategic move, the government awarded concession agreements for the management of outdoor advertising assets along major road corridors, including Ikorodu Road, Mobolaji Bank Anthony Way and Funsho Williams Avenue. Officials said the initiative is expected to improve asset utilisation, attract new investment and modernise the state’s outdoor advertising landscape.
Speaking at the signing ceremony, the Special Adviser to the Governor on Public-Private Partnerships, Bukola Odoe, described the agreements as a demonstration of how government-private sector collaboration can translate policy into tangible improvements in the lives of residents.
Commissioner for Transportation Oluwaseun Osiyemi said the projects reaffirm the administration’s commitment to leveraging technology, innovation and strategic partnerships to deliver smarter, faster and more reliable public services.
The latest PPP agreements further reinforce Lagos’ long-term vision of becoming a smarter, more digitally connected megacity by harnessing private capital to drive sustainable infrastructure, improve governance and enhance the quality of life for millions of residents.
