Lagos Unveils Digital Building Approval Platform

The Lagos State Government has advanced its drive towards smarter governance with the launch of a fully digital platform designed to transform the way physical planning permits are processed, making building approval applications faster, more transparent and more efficient.

The new platform, known as the Electronic Physical Planning Process System (E-PPPS), was introduced by the Lagos State Physical Planning Permit Authority (LASPPPA) as part of ongoing efforts to modernise urban planning and eliminate the delays associated with manual processing.

Speaking at the unveiling during a stakeholders’ forum in Lagos, the Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, described the initiative as a major milestone in the state’s digital transformation journey. He explained that the system replaces the conventional paper-based application process with an online platform that enables seamless submission and management of planning permit requests.

Under the new framework, developers, architects, engineers and property owners can now upload architectural and structural designs electronically, monitor the progress of their applications in real time and receive approvals through a streamlined digital process. According to the commissioner, the platform is expected to improve transparency, strengthen accountability and significantly reduce the turnaround time for permit approvals.

Olumide noted that the initiative aligns with the administration’s vision of building a smart, technology-driven megacity capable of supporting rapid urbanisation while creating a more business-friendly environment for investors and developers.

Stakeholders in the built environment have welcomed the innovation, describing it as a significant step towards improving service delivery. Chairman of the Nigerian Institute of Town Planners (Lagos Chapter), Omotayo Awomosu, said the digital platform would simplify planning administration and promote sustainable urban development, while supporting Lagos’ smart city aspirations.

Also lending his support, Chairman of the Nigerian Institution of Estate Surveyors and Valuers (Lagos Chapter), Tosin Kadiri, commended the government for embracing technology to improve efficiency, noting that the system would foster greater confidence in the planning approval process.

Despite the widespread praise, stakeholders urged the government to ensure adequate training, public awareness and technical support during the transition to help professionals and applicants adapt to the new digital process with minimal disruption.

The introduction of the E-PPPS builds on the state’s earlier decision to make electronic processing the standard procedure for planning permit applications. The Lagos State Government believes the platform will not only simplify access to regulatory services but also enhance urban planning, attract investment and reinforce its commitment to delivering efficient, technology-driven public services.
