Lagos Strengthens Monitoring, Evaluation Systems To Boost Project Delivery

Lagos State Government has reinforced its monitoring and evaluation (M&E) framework as a core tool for timely project delivery, greater accountability and measurable results for residents.

The commitment was restated at the 2026 Monitoring and Evaluation Stakeholders’ Forum, organised by the Ministry of Economic Planning and Budget on 6 August 2026 in Alausa, Ikeja. Themed: Leveraging Monitoring and Evaluation to Advance Shared Prosperity: Chart the Course, Track the Result, Share the Prosperity, the gathering drew senior officials, lawmakers, development partners, academics, private-sector players, civil society groups and community leaders.

The Honourable Commissioner for Economic Planning and Budget, Mr Ope George, said M&E is now embedded across the full project cycle, from citizen consultations during budgeting to site verification, milestone tracking and performance-linked contractor payments. No project is exempt, he noted, because every intervention affects residents’ lives. Flagship works under the system include the Opebi-Mende/Ojota Link Bridge, Massey Children’s Hospital, the Lagos Rail Mass Transit, the Food Logistics Hub and broader investments in education, health and community infrastructure.

Technology is playing a growing role. The EKO360 App already allows public tracking, while the forthcoming Lagos State Development Plan 2052 Tracking Dashboard will provide real-time data and the artificial intelligence is expected to further sharpen evidence based decisions.

The Permanent Secretary, Mrs. Olayinka Ojo stressed that strong Monitoring & Evaluation is essential to delivering the Lagos State Development Plan (LSDP) 2052 and the THEMES+ Agenda. She said, sustainable progress rests on careful planning, disciplined execution, rigorous monitoring and continuous learning.

Participants urged a stronger results-based approach that prioritises outcomes and impact over mere activity tracking, stronger project controls and enhance community involvement. They also highlighted the complementary role of legislative oversight in enforcing fiscal discipline and timely delivery.

The forum generated practical recommendations targeted at tightening Lagos State Monitoring and Evaluation ecosystem and advancing transparency, service delivery and shared prosperity.
