Commonwealth Blue Charter Incubator Offers Grants of Up to £50,000 – Apply Now
The Commonwealth has opened applications for the second round of its Blue Charter Incubator, offering grants ranging from £20,000 to £50,000 per project to support innovative, government-led initiatives addressing critical ocean and marine conservation challenges.
The programme aims to help Commonwealth member countries develop, test and implement practical solutions that protect marine ecosystems, strengthen coastal livelihoods and promote sustainable ocean-based economic activities. Between 10 and 15 projects are expected to receive support under the latest funding round.
Launched in 2022, the Commonwealth Blue Charter Incubator supports country-led projects that advance national ocean priorities while building partnerships between government institutions, non-governmental organisations, research institutions, community groups and private-sector organisations.
The second round is supported by the Commonwealth Secretariat, the Prince Albert II of Monaco Foundation and CAF – Development Bank of Latin America and the Caribbean. The expanded partnership is expected to strengthen support for ocean-related initiatives, with dedicated funding windows for South Asia, Pacific Small Island Developing States and the Caribbean.
Priority Areas
The initiative focuses on five key areas aligned with the Apia Commonwealth Ocean Declaration. Eligible projects should address one or more of the following priorities:
- Marine pollution: Preventing and reducing pollution from land-based and sea-based sources.
- Marine ecosystem restoration: Protecting and restoring mangroves, coral reefs, seagrasses and other coastal and marine habitats.
- Sustainable blue economy: Developing inclusive, climate-resilient and sustainable economic activities linked to ocean resources.
- Sustainable fisheries: Improving fisheries management, governance, value chains and the livelihoods of fishing communities.
- Ocean and climate action: Supporting climate adaptation, mitigation, resilience and blue-carbon initiatives.
Proposed activities may include pilot projects, feasibility studies, research, technical training, institutional capacity development, policy formulation, community engagement and the testing of practical technologies or approaches. Projects that strengthen access to finance or prepare initiatives for future investment may also be considered.
Who Can Apply?
The opportunity is open to all 56 Commonwealth member countries, including Nigeria.
However, the lead applicant must be a legally established national or subnational government entity, such as a ministry, government department, public agency or another officially recognised public body.
Partnerships with NGOs, academic and research institutions, community organisations, technical experts and private-sector organisations are strongly encouraged. Non-governmental organisations and private companies should therefore explore opportunities to participate as project partners rather than assume they can apply independently as lead applicants.
Each eligible country may submit up to two project applications under this funding round.
Grant Amount and Project Duration
Successful applicants can request grants ranging from £20,000 to £50,000 per project. Each project must have a duration of at least six months and no more than 18 months.
The funding is intended to help governments and their partners demonstrate workable solutions, generate evidence, build institutional capacity and establish a foundation for scaling successful ocean conservation and sustainable blue economy initiatives.
The programme expects to select between 10 and 15 projects by the second quarter of 2027.
Application Deadline
Applications for the Commonwealth Blue Charter Incubator Round II must be submitted by Friday, 11 December 2026, at 23:59 GMT (UTC+0).
Interested applicants should review the official application guidelines, assessment criteria and frequently asked questions before preparing their proposals. Applicants can also use the downloadable Word application form to draft their responses before submitting the completed application online.
