Lagos Leadership Fellows Study Rwanda’s Digital, Governance Model In Kigali

Fellows of the Lateef Jakande Leadership Academy have spent several days in Kigali examining the systems that have driven Rwanda’s rapid transformation, gaining first-hand insight into how digital innovation, education reform and strong institutions can reshape a nation.

The International Policy Study Tour took the group into key government agencies responsible for Rwanda’s development agenda. At the Ministry of ICT and Innovation and the Information Society Authority, the Fellows explored the country’s deliberate investment in digital public infrastructure. Officials explained how technology has been used to improve the delivery of public services, raise government efficiency and support broader economic inclusion.

Sessions with the Ministry of Education and the Rwanda TVET (Technical and Vocational Education and Training) Board focused on skills development. The Fellows examined reforms that aim to equip young people with technical competencies and an entrepreneurial outlook suited to a competitive global economy. The discussions highlighted the link between education policy and long-term national competitiveness.

A high-level engagement at the Parliament of Rwanda with the Deputies Committee on Governance Affairs and Gender offered a different perspective. The Fellows heard how parliamentary oversight, accountability mechanisms and a strong commitment to gender equality operate in practice. The interaction underscored the role of the legislature in shaping policy, protecting democratic values and advancing inclusive representation.

Throughout the visit, the Fellows reflected on the value of strong institutions, clear leadership and patient, long-term planning. The experience reinforced the idea that effective governance, innovation, education and human capital development are deeply connected.

The study tour forms part of the Academy’s effort to expose its Fellows to proven governance models beyond Nigeria’s borders. By observing institutions that have turned policy into measurable progress, the Fellows return better prepared to develop practical, context-specific solutions for public leadership at home.
