Sanwo-Olu Appoints 10 New Permanent Secretaries, Renews Drive For Efficient Civil Service

Lagos State Governor Babajide Sanwo-Olu on Friday swore in ten newly appointed Permanent Secretaries, charging them to work collaboratively with their political heads and promote innovation, transparency, and efficiency in the state’s public service.

The swearing-in ceremony, held at the Banquet Hall of the Lagos State House, Alausa, Ikeja, marked another step in the Governor’s sustained efforts to strengthen the civil service described as the administrative backbone of government.

With the latest appointments, the Sanwo-Olu administration has produced 121 Permanent Secretaries since assuming office in 2019.

Immediately after the ceremony, the Governor deployed the new appointees to various Ministries, Departments, and Agencies (MDAs), urging them to be technology-driven and reform-oriented in their approach to governance.

“Our citizens expect a public service that is responsive, transparent, and one driven by technology,” the Governor said. “We cannot keep doing things the old way and hope for different outcomes. That is why my administration is committed to institutional reforms—from digital transformation to performance management.”

Sanwo-Olu reminded the appointees of their crucial role in connecting policy formulation and administrative execution, emphasizing that their performance would define the government’s success.

“You are the link between vision and execution. Serve with empathy, lead with purpose, and uphold integrity,” he charged.

The Head of Service, Mr. Bode Agoro, praised the new appointees as “a fantastic set of technocrats” who passed a rigorous selection process involving computer-based tests, executive training, and fitness assessments.

Speaking on behalf of the new Permanent Secretaries, Dr. Olufemi Omololu, deployed to Health District VI, pledged loyalty and dedication to the Governor’s vision for a more efficient public service.

The newly appointed Permanent Secretaries include:

Mr. Babatunde Mohammed Onigbanjo (Ministry of Commerce, Cooperatives, Trade and Investment)

Mr. Sanni Omotayo Layemo (Education District II)

Mrs. Alaka Monsurat Titilope (Office of Internal Audit)

Engr. Oyenuga Olutokunbo Olayode (Office of Infrastructure)

Mr. Rafiu Olawale Ojikutu (Teaching Service Commission)

Mr. Paseda Olufemi Bamidele (Education District IV)

Mrs. Garbadeen-Adedeji Oluwakemi Amudat (Audit Service Commission)

Dr. Pitan Adesola Ayodele (Health District I)

Dr. Olufemi Omololu (Health District VI)

Ms. Ogunlana Toyin Rahmat (Cabinet Office, effective November 4, 2025).

The Governor also announced the redeployment of eight serving Permanent Secretaries across MDAs to enhance service delivery and administrative efficiency.

Analysts say the new appointments reaffirm Sanwo-Olu’s commitment to institutional reforms and a digitally driven civil service in Lagos, Africa’s largest subnational economy.
