LASERC Assumes Full Control of Lagos Electricity Market

The Lagos State Electricity Regulatory Commission (LASERC) has officially released Order No. LASERC ORDER/001/2025, establishing the framework for electricity market regulation within Lagos State.

This development marks the conclusion of the transitional phase in which regulatory authority has been shifted from the Nigerian Electricity Regulatory Commission (NERC) to LASERC, in line with the Electricity Act of 2023 and the Lagos State Electricity Law of 2024.

Under the new directive, it is now unlawful for any individual or organization to carry out regulated electricity activities in Lagos without obtaining a valid license or permit from LASERC.

The Commission made it clear that licenses previously granted by other regulators—including NERC—are no longer valid under the new system and will not protect violators from sanctions.

All operators currently without LASERC authorization are required to immediately stop their regulated activities and apply for the appropriate license.

Failure to comply will attract penalties, including a minimum fine of N20 million, with an additional daily fine of N20,000 for every day the violation continues.

LASERC also urged any entity uncertain about its compliance status to seek official clarification to avoid breaching the law.

In addition, the Order confirms that existing national standards—such as those relating to tariffs, grid operations, safety, and metering—will continue to apply to all licensees in Lagos unless LASERC makes specific changes or directives.

“This Order reinforces LASERC’s mandate to ensure a safe, efficient, and reliable electricity market in Lagos,” said Dr. Fouad Animashaun, CEO/Executive Commissioner of LASERC.

“We are committed to upholding global standards and protecting the interests of electricity users and investors in the evolving power sector.”

This move is expected to strengthen regulatory control, improve service delivery, and stimulate investment in Lagos State’s electricity market.
